The Duke Ling of Wei asks Confucius for his advice on tackling problems in the Wei kingdom. The Wei kingdom has a larger population and is more difficult to govern and susceptible to more disorder as a result. Confucius advocates for educating the populace to improve the moral climate. Then Duke Ling of Wei asks Confucius to support their military, and Confucius declines the offer.
